The loudest argument in the Balearics right now is about a number: how many tourists is too many. In June 2025, thousands of people marched through Palma calling for an end to mass tourism and for housing they can afford,¹ and regional politicians have begun floating a cap on annual arrivals, somewhere around 17.8 million, after the islands drew more than 19 million visitors in 2025, with Mallorca alone taking about 13.5 million.² The debate has hardened into two camps: those who want fewer visitors, and those who warn that fewer visitors means less money.

Both camps are arguing about the wrong variable. The problem the Balearics face is not really the number of tourists. It is that the islands have built almost nothing else. When one industry accounts for that much of an economy, you are exposed no matter which way the visitor numbers move, and the fight over how many people to let in is a fight over how to manage a vulnerability rather than how to fix it.

How Dependent the Islands Really Are

The scale of the reliance is easy to understate. Tourism accounts for around 40 percent of the Balearic economy and a similar share of its jobs, on figures from the tourism-industry body Exceltur.³ No other sector comes remotely close. That concentration is the product of a remarkably successful industry, one that turned a poor rural archipelago into one of Spain's wealthier regions in two generations. It is also the single largest risk the islands carry, for the same reason any business built on one customer or one product is fragile: everything depends on that one thing continuing to go well.

A monoculture works beautifully until it does not. The pandemic offered a preview, when borders closed and the islands' output fell further than almost anywhere else in Spain. But you do not need a crisis to see the cost. It shows up in the shape of the economy itself, in a way that ought to unsettle anyone who assumes the current model is working.

The Paradox Underneath the Boom

Between 2000 and 2023, the Balearic economy grew by 158 percent. Over the same period, GDP per inhabitant rose by just 8.2 percent, and once you account for inflation, income per person has barely moved in two decades. The islands have slipped from the second-highest GDP per head in Spain in the 1980s to sixth today.⁴

The economy, in other words, has grown by producing more of the same low-value work and importing the people to staff it, rather than by making each job more productive and better paid. The wealth shows up in the aggregate and not in the household. It is why residents can be told the economy is booming while they share flats, watch rents climb, and struggle to make ends meet. A recent analysis of the model by the Cercle d'Economia put the diagnosis plainly: the answer is not to abandon tourism, but to stop it being the sole engine of the economy.⁴

You Cannot Grow Out of This With More Tourism

The instinct in a tourism economy is to fix every problem with more tourism, but that road is closing. Set aside the politics of the protests for a moment, and the economics are still running into a ceiling. Analysts at CaixaBank note that tourism is nearing the limit of its capacity, held back by the saturation of the destination and a shortage of labour to staff it.⁵ The islands are close to full. Adding more visitors to relieve economic pressure increasingly means adding congestion, straining water and housing, and deepening the resident anger now spilling into the streets. The same shortage of workers that constrains tourism is made worse by a housing market those workers cannot afford, a loop that more tourism only tightens.

So the cap debate, whichever way it resolves, does not touch the underlying problem. Cap arrivals, and you constrain the one engine you have. Leave them uncapped, and you intensify the strain without improving how much each visitor leaves behind in local wages. Neither lever builds anything new. That is the argument for a different conversation entirely.

What a Second Industry Could Look Like

The obvious candidate is a technology and knowledge layer, and the raw materials for one are already here. ParcBIT, the Balearic innovation park in Palma, sits beside the University of the Balearic Islands and houses research institutes, a startup incubator, and clusters in information technology, biotechnology, and tourism technology, including research and development operations for companies such as Trivago.⁶ The islands are also a serious yachting and marine-services center, a high-value sector with nothing to do with beach tourism. And Mallorca has become one of Europe's more desirable bases for remote workers and founders, who arrive for the quality of life and stay for the connectivity and the flight connections.

There is a model for this closer than one might think. The same Cercle d'Economia analysis points to Menorca, which kept a larger share of industry and primary production and is, as a result, less exposed to tourism's swings, as a reference for a more balanced island economy.⁴ The Balearics do not need to import an abstract idea of diversification. One of their own islands is a working example of it.

What is missing is not the appeal, or even the people. It is the local industry. In 2023, only 8.6 percent of employees in the Balearics worked remotely, one of the lowest rates in Spain, even as foreign remote workers arrived in growing numbers.⁷ That gap tells the story: the island attracts the global knowledge economy as visitors but has not yet built its own. The talent lands, works for companies headquartered elsewhere, and the value leaves with it. A second industry means turning some of that inflow, and some of the island's own young people, into companies founded and grown here, employing residents in work that pays more than a seasonal wage.

Why This Is an Investment Question, Not Just a Policy One

Diversification is easy to call for and hard to summon, because governments do not build industries. Companies do, one at a time, and companies need founders and capital. This is where an abstract policy argument becomes a concrete local one. A technology layer on Mallorca will exist only if people start and fund companies here, and that requires local investors willing to back local founders, along with the networks and the knowledge to do it well.

The talent is arriving on its own. The one ingredient that has to come from within is local capital deciding that the island's next industry deserves funding. There is a human side to this too. An ambitious young Mallorcan who wants to work in technology or research usually has to leave for Barcelona, Madrid, or further afield, because the jobs are not here, and a second industry gives some of them a reason to stay. Every company started here is a small hedge against the fragility of depending on a single season, and a small reason for the next generation not to leave.

A Layer, Not a Replacement

None of this is an argument against tourism, and it would be foolish to pretend the islands could or should replace an industry that supports 40 percent of their economy. Tourism will remain the backbone of the Balearics for the foreseeable future, and it should. The point is narrower and more durable: an economy with a single engine is a fragile one, and the way to reduce that fragility is to build a second engine alongside the first, not to shrink the first and hope for the best.

It also answers the resident anger more honestly than a visitor cap does. What people marching in Palma are protesting is not really the existence of tourists. It is an economy that generates a great deal of activity and not enough well-paid, year-round work, and not enough affordable places to live. A higher-value industry that employs locals through the winter speaks to that directly, in a way that rationing visitors does not.

The Balearics spent fifty years becoming very good at one thing. The next fifty depend on becoming good at a second. That will not come from a policy paper or a visitor cap. It will come from founders deciding to build here and investors deciding to back them, which is the work in front of anyone who cares about the islands' future, ours included. If you are an investor, a founder, or simply someone who wants Mallorca to be more than a monoculture, that is the project that matters now.
